It happens at times. There are tons of blogger users uploading and stuff. This is how I make sure it uploads. When it keep on working and uploading with 0 percent, just sit there and let it work for 3 min. or so the click view blog and it may show up even if it said the upload was not finished. One time it took 5 mins. for my paictures to show up on my blog here... http://pushav.blogspot.com/
